Long startup times (10-15 minutes) for virtual machines with A100.8GPU flavor

Issue: After creating an A100.8GPU virtual machine, it takes up to 10-15 minutes for it to reach the VM_ACTIVE state.

Workaround: There is no current workaround. The delay is caused as the full 1TB amount of RAM is checked during startup, which prolongs booting significantly compared to ‘smaller’ flavors. This is also common for other cloud providers.
