Long startup times for virtual machines

Issue: After creating a virtual machine, it takes a long time for it to reach the VM_ACTIVE state and being available. Currently observed up to 15 minutes.

Workaround: There is no current workaround. The delay is caused as the full amount of RAM is checked during startup, which prolongs booting significantly compared to flavors with less RAM.
This is also common for other cloud providers.
