VMs are stuck in REQUESTED state during creation when selecting a VM flavor that is not available in its cluster

Issue:

• VMs with A6000 flavors stay in REQUESTED state if they are created in the ndcloud-arcticcircle cluster, as these servers are currently not available there.

• VMs with A100 flavors stay in REQUESTED state if they are created in the ndcloud-underground cluster, as these servers are currently not available there.

Workaround: When using our API, please delete the VM and recreate it in the right location. Utilizing our front-end prevents this issue, as the right cluster is automatically selected.
